So my neighbor has a Taycan, maybe 3 or 4 months old. A few days ago, he went out to his locked garage to drive the car, and it was completely shut down -- no power anywhere and he couldn't get it. He said it was fully charged because the charger is in the garage. The porche roadside assistance guy was able to get in an get the cabin power back, presumably via the hidden key and terminal to power the hood, though my neighbor didn't know those details. The car was still in anti-theft lock-down mode, however, so they ended up towing it to the dealer. The dealer got the car running again, but my neighbor's porsche connect app still says he's locked out, so he can't use the app at all and is worried it will leave him stranded again since something, somewhere, still thinks the anti-theft system is triggered. Weirdly, he tells me the dealer claims Porsche has "no fix" for the problem. He said he and the dealer have tried rebooting and flashing, etc. to no avail. The car keeps telling the app that the anti-theft system is triggered.
This is all second hand from someone not necessarily Porsche or app-savvy, but he's a sharp straight-shooting guy and unlikely to get the story 'that' wrong.
So, is this a known thing on the Taycan?

After my first taycan car was involved in a car crash and the battery were plug off, the app wouldn’t be able to connect back, after the car were towed to the dealership and powered back on. The app stop working… the location from the car was always the accident location.
The new owner wasn’t able to connect the car either.
The dealer has to delete everything on the back end which were related to my account and car FIN.
after this procedure the car could connect with the app again.
Maybe it’s the same with the anti theft system since it’s triggered

I know this a bit dated, but I also know Taycan problems can linger as dealers are less capable to fixing some of these type of issues.
You can have the Taycan plugged in and charging, but that only keeps the high voltage battery charged. There's a 12v Li-Ion battery for operating the car. Just like an ICE car it can go flat and not power the car. You then need to do the jump procedure to get into the trunk and actually put a charger on the battery. Sounds like all that was done. Normally there's a high voltage to 12v converter that charges the battery when the car is running.
For the connectivity issue, he should make sure privacy mode is not turned on. Another thing to try is to turn on privacy mode, lock the car and let it sit for 10-15 minutes. Then open the car back up and turn off privacy mode. I would also login to porsche.com and check the status of the car via a web browser, skip the app for now. Up on the overhead console there should be a solid green light, this means the car is LTE connected and all is good. If he doesn't have that, there's an issue with Verizon, coverage or the modem in the car.
If all that is good, he's going to need to push the dealer to escalate the issue with PCNA. They may need to open a ticket with PAG and have them look at things on the back end. We went thru all this with my wife's CT4. After resets by us and the dealer and dealer refreshes. PAG found an issue on the backend and reset things, the car correctly loaded it's profiles and everything worked. Our dealer has told us that PCNA is pulling all support in-house from a 3rd party company, so hopefully this improves the dealer and customer support going forward.

He's much a "call me when it's fixed" kind of guy, so the story is all a bit second-hand through that lens. I do know the roadside assistance guy powered up the 12v 'car battery' using the fuse box terminal to gain access, but from there couldn't get it our of lockdown mode. Last I heard, they were going to start changing hardware. I see it's back in his driveway now after several weeks, but don't know yet if they really found the issue or if they just replaced everything they could because the lemon law clock was ticking loudly.... If it happens again, he may indeed be entitled to a replacement or refund, given how long they had it... I was mostly curious if this was a known issue with the Taycans (which the dealer wasn't acknowledging) or if his car just has a unique issue. I always kind of figure that if one person has problem X with a new car, chances are he's not alone...
