Was it a recent tariff charge, or a standard import duty? Sounds like you've never had this issue in the past?

I got a similar bill from UPS after buying the Kroon harness. It was months after the fact from UPS and I had no privity with them or legal obligation to pay them, so didn't. Same basic pattern with FedEx and Rose Passion. Part of the problem is that they are vague (cagey) about what the bill is actually for. The latest FedEx one just says "Your duties, taxes, and fees are due" and gives a Pay Now button. I'm not trying to get away with anything, but the way they handle all this is just sloppy and leaves too many unanswered questions to just fork over money because they asked for it...

I appreciate all the recommendations. I've reached out by email to all of them.
For my Kroon harness, UPS hit me up for the tariff fees as soon as it was in their possession. Fortunately Kroon is very careful with their item descriptions so I smile and pay it. I've talked to other friends ordering various items from overseas and have been taken to the cleaners. Small victories.

Regarding issues with Euro deliveries and shipping to US, I just had a delivery of a purchase from Eurospares out of GB via FedEx with absolutely zero issues. Everything was as smooth as one could want.
Eurospares includes Tax & Duty charge on their invoice that was fully disclosed. FedEx International Economy was reasonable at $27.53 for a 2 lb 12"x12"x2" pkg that made it to me in six days.
Maybe retailers and shippers are getting things figured out. And maybe some businesses such as Eurospares do a better job with those kinds of things. They certainly did well by me, especially given that the back-ordered part came out of Germany and Porsche Motorsports to Eurospares in GB and then immediately on to me.
