So, I went and pulled the plate off. It does seem like the upper corner is finally sticking although the lower right feels a little loose. Maybe putting 3M tape on 15 times removes ceramic coating?
Here you can see where I doubled up the tape to try to help alleviate the stress since the washer trick didn't work and I figured that was adding more weight to the plate. I know my taping is sloppy, it was neater before but I got tired.

Here is my plate. Try as I might, the upper left and lower right corners will twist opposite of each other. I'm thinking that maybe the fact that it only has three letters may have made the stamping pressure uneven and caused the plate to twist the way it did.

Either way, if the corner is sticking, I'm not going to pull it off to polish so I will wait to see if it comes off.
That's a significant twist and you're correct that getting that much out of a thin license plate is tough to do. Trying to do so with an opposite corner twist will most likely not work but it can be done in a different manner I think.
However, here's hoping that it will hold this time with no further attempts being necessary. Fingers crossed for ya!

I think you need to go back to basics and really clean the whole area with a polishing compound and orbital polisher. Are the black speckles dirt/exhaust or the ceramic coating on close-up view? Either way, something is on the paint surface that is preventing the tape from sticking. You have to start by getting that off. Once you get the tape to stick as designed, if you want me to re-tape those mounts nicely, I'm happy to do it. Not really worth doing that unless/until you get the tape to really stick right though...
Longer term, that plate is pretty warped too, so I'd keep working on flattening it out. Try bending it gently down the middle to give it a straight bow, then bending back straight. That can help remove the twist you are seeing. If I were nearby, I'd come over and do it for you as I hate seeing you struggle with it like this.
